[Spoiler] After the Level 6 Shift project was frozen and Radio Noise project has been aborted he ended up in a big amount of debt. To escape that debt he decided to leave the Academy City. As a matter of revenge he planted a virus in the Last Order that would have caused all the remaining MISAKA units to go on a rampage, killing everyone in sight. [/Spoiler]
