This man is a scientist working for Marciano. He created the 12 Sisters and knows Marciano well, wondering if she regrets having Bruce killed. Nielsen gave the Sisters their clothes, sparking jokes in the fandom about his apparent gothic lolita fetish.
His name is also acceptably written as Nilson or Nielson, but there is no official statement or source that romanizes his name one way or the other
