The captain of the Speedwagon Foundation boat taking the main characters from Hong Kong to Singapore.

In the Viz translation he is renamed to Captain Dragon to avoid legal conflict with his namesake, Captain & Tennille.

[Spoiler] He is an impostor. The real Captain Tennille was killed before the boat even left.

His real name is never revealed, but we know that he is an assassin hired by Dio, and that his stand is Dark Blue Moon. [/Spoiler]
