Mayor involved in opening of a major subway station. He's suspected of taking bribes from a railway company in exchange for passing city ordinances.
[Spoiler] He's the first victim of the bakeneko. His bloodied corpse is shown moments before the mononoke is slain. Information of his disappearance hits the newspapers shortly after the bakeneko incident, confirming his unfortunate fate. [/Spoiler]
